The Blayen Council voted 7-2 yesterday to enact sweeping zoning reforms that reclassify large tracts of underutilized land for mixed residential and commercial use. The measures, developed over 18 months of public consultation, aim to increase housing supply by 12,000 units within five years while preserving green corridors along the Blayen River.
Key Provisions of the Reforms
Under the new ordinance, single-family zoning restrictions are lifted in 14 designated districts, allowing duplexes and triplexes by right. Height limits in core commercial zones rise from four to six stories, provided projects incorporate at least 20 percent affordable units. Environmental safeguards require new developments to maintain 30 percent tree canopy coverage and install stormwater retention systems. The council also established a fast-track permitting process for projects meeting these criteria, reducing approval timelines from 14 months to six.
Transportation planning received equal attention. The reforms mandate that any rezoned parcel within 800 meters of existing transit lines include dedicated bike lanes and pedestrian plazas. Funding for these features will come from a new development impact fee scaled to project size. Council members emphasized that the changes align with regional growth projections showing a 22 percent population increase by 2035.
Expected Community Impacts
Local housing advocates welcomed the decision, noting that current zoning has contributed to a 34 percent rise in median rents since 2020. Small business owners in the affected districts expressed cautious optimism, anticipating increased foot traffic from denser residential development. Property owners in historic neighborhoods, however, raised concerns about potential pressure on infrastructure and school capacity. City planners have scheduled quarterly reviews to monitor construction activity and adjust density bonuses if service levels decline. Implementation begins next month with the release of updated zoning maps and application guidelines for developers.
